Detailed description

Project summary

The project presumes conceiving and realization of a protected ventilation system against terrorist chemical attacks (ex: nerve agents) or biological ones (viruses, bacteria) for strategical national interest buildings. The system will also assure the supply of the building with a high quality air, filtrated, purified and deodorized and will optimize the energy consumption of airing.

The project puts in value and uses the latest gas detection technologies and real time decontamination by accomplishing: microcontroller gas detectors, automatic decontamination blocks, purifying blocks, automatic stop blocks etc.

By using phenomenological and numerical advanced models, there will be made simulations of all the attack possibilities with highly toxic substances and biological agents. This is how can be identified the optimal solutions of placing the detector networks, decontamination blocks and safety stops.

General objectives

Conceiving and realization of a protected ventilation system against terrorist chemical or biological attacks which will assure the supply of the building with filtrated, purified and deodorized high quality air.

Specific objectives

  • Using of a phenomenological, physicochemical and numerical model to emulate the flow of a contaminating agent through ventilation system with practical applicability for selecting of optimum choice for sensor and decontamination block emplacement.
  • Integration based on simulating software, theoretical and numerical models of a detection and decontamination components in order to achieve total security for ventilation system.
  • The establishment of necessary fresh air by operation of CO 2 sensor and setting the air quality with feed-back from air-flow generated by fans.

Activities and responsibilities for each participant

CO: SRCCBRNE - is the only institution in the country that has as activity domain scientific research in NBC defense and ecology. This is why the center disposes of facilities and specialists in unique domains on national level.

  • The single laboratory in the country, among the few from Europe, RENAR licensed in toxic chemical compounds identification field (war chemical agents, precursors and degradation products),
  • The first laboratory of chemical analysis in the country, RENAR licensed in chloride organic pollution identification field, organophosphorus and chlororganic pesticide, biphenilclorides, dioxins, furans ;

The single laboratory licensed in the country that makes detection equipments testing, both for chemical warfare agents and toxic industrial chemicals. There were tested equipments as indicators, sensors and detection apparatus produced by international prestigious companies (Drager ( Germany), Bruker ( Germany, USA), Environics( Finland), Smith Detection ( U.K., USA).

As project coordinator, SRCCBRNE had the project management responsibility based on well-established objectives, responsibilities, fixed terms and strategies for objectives achievement. Also, ongoing in optimum conditions of activities from project completion plan, results evaluation, stages receptions and reporting at fixed terms on contractual authority were coordinator responsibilities.

The afferent activities of project coordination were directed to specific biological and chemical materials, chemical detectors acquisition, reports and technical-economic studies, completing of experimental testing model, tests with chemical agents, workshops and results dissemination together with consortium constituents.

P1: MTA – Experience in concept activities, design, fabrication, maintenance and utilization of weapons, combat technique, military objectives, military technical -economical activities management. Experience in theoretical and numerical modelation and in software simulation.

ATM responsibilities includes completion of a numerical modelation software for nerve and biological agents gas dispersion within securized ventilation system , and also the identification of sensor emplacement in order to obtain the best sensibility for detection equipments.

P2: SG Experience in theoretical modulation and software simulators. The Experience in designing/detectors’ making of and gas analyzers, ozone generating, control systems of processes with gas detectors help.

SG project responsibilities includes completion of a ventilation system simulating software which can emulate a chemical/biological attack, algorithms for gas detectors emplacement and biological decontamination blocks, technical-economical studies regarding detection equipments from securized ventilation system, completing of detection systems, ozone generators and also the integration of realised components.

P3: ECOPROIECT has a good application base of the research results (metrological laboratory, RENAR certified, laboratories of electronics, electricity and mechanics). ECOPROIECT has a lot of experience to develop new technologies and products, with different applications in economy and research.

ECOPROIECT project responsibilities includes completion of technical-economical studies, development of controllers and apparatus for signal processing of ventilation system, together with the computerization for entire securized ventilation system.

P4: INCDT COMOTI – has an active participation to the re-tech and modernization of Romanian industry, by introducing perform equipments and technologies specific to the engines with gas turbine.

The achieved experience in high turation machines domain allowed creating an electro-compressor and air centrifugal family and gas centrifugal steam rollers

NCDT COMOTI project responsibilities includes completion of technical-economical studies regarding biological decontaminating equipments, filtration blocks equipments, UV rays and ozone decontamination systems, ventilation blocks and niche type systems
